Techincal rules - U15 Futsal

TEAM COMPOSITION

  • Minimum: 6 players
  • Maximum: 12 players (5 on the pitch + 7 on the bench)
  • 1 goalkeeper on the pitch with a different jersey

MATCH DURATION

  • U-13: 2 x 20 min (continuous time)
  • U-15: 2 x 25 min (continuous time)
  • Break: max 10 min
  • 1 1-minute time-out per half for each tea

SUBSTITUTIONS

  • Unlimited for all categories
  • U-13: only with permission and ball out
  • U-15: free at any time
  • All players must play within the last 10 minutes
  • The substitution takes place in the center of the pitch, first exits → then enters

TOURNAMENT FORMAT

  • 6 teams → 2 groups of 3
  • Each team plays 2 games in the group
  • The top 2 of each group advance to the semi-finals
  • The third-placed teams play the final 5th/6th place

FINAL PHASE

  • Semi-finals:
    • 1st Group A vs. 2nd Group B
    • 1st Group B vs. 2nd Group A
  • Finals:
    • 1st/2nd place
    • 3rd/4th place
    • 5th/6th place

RANKING CRITERIA (in case of a tie)

  1. Goal difference
  2. Goals scored
  3. Head-to-head matches
  4. Fair play
  5. Draw

FOULS AND SANCTIONS
Fouls and Yellow Cards

  • Behaviours punishable by a yellow card:
    • Unsportsmanlike conduct
    • Protests towards the referee or opponents
    • Tactical fouls (e.g. voluntary holding)
    • Repeated fouls
  • 2 yellow cards (double yellow cards) = Expulsion (red card)
  • Direct expulsion for:
    • Violent fouls
    • Serious misconduct unsportsmanlike
    • or Offense or serious behavior

Yellow Card (Single)

  • Match 1: Yellow card (1st yellow)
  • Match 2: Yellow card (2nd yellow)
  • Match 3: Disqualified (1 match)

Note: If the team qualifies for the semi-finals or 5th/6th place finals, the yellow cards are reset → the game starts again "clean".

Double Yellow in the Same Match

  • The player:
    • Is sent off and remains out for 2 minutes, without substitution
    • May return if the team concedes a goal
    • If his team scores, he remains out for the full 2 minutes
    • May not be substituted during the penalty period
  • The player will be suspended for the next match

Direct Red Card or Double Yellow

  • The player sent off:
    • Leaves the team in numerical inferiority for 2 minutes
    • After 2 minutes or if he concedes a goal, the team may bring on another player
  • The player is suspended for at least 1 match
  • Additional sanctions if the foul is particularly serious

Knockout Phase (Semi-finals and Finals)

  • All yellow cards accumulated in the group are cancelled
  • Yellow cards have no effect in the knockout phase

Fouls and Free Kicks

Minimum distance on free kicks

  • All defenders must be 5 meters from the point where the kick is taken free kick or corner kick.

Cumulative fouls

  • Each team can commit up to 5 cumulative fouls per half (1st and 2nd half separated).
  • Starting from the 6th foul, each subsequent foul results in a free throw for the other team.

Free throw (direct free kick without a barrier)

  • It is taken from:
  • 10 meters (in official FIGC)
  • or from the spot of the foul, if this is closer to the opponent's goal.
  • The goalkeeper cannot advance beyond the goal line before the shot.
  • No barrier is allowed.

Penalty kick

  • It is taken from the penalty spot, located 6 meters from the goal.
  • It is awarded for serious fouls committed inside the penalty area.

Tied Match – Extra Time and Penalty Shootout

Extra Time

  • If a knockout match ends in a draw after regular time (two 20-minute halves of effective
    time), the teams play two extra periods of 5 minutes each.
  • So:
    5 minutes + 5 minutes (with a short break in between if needed).

Penalty Shootout

  • If the score is still tied after extra time, the match is decided by a penalty shootout:
    • Each team takes 3 penalties.
    • If still tied, it goes to sudden death (one kick each until a winner is decided)

ABSENCES

  • 1st absence: 0-6 defeat
  • 2nd absence: 0-6 defeat + -3 points
  • From then on: team out of the ranking

USE OF SHIN GUARDS

Players are required to use shin guards. If a player is not wearing them, the Referee may decide to exclude him from the match.

HEARING AIDS

All athletes entering the playing area are prohibited from using any type of hearing aid.
It should be noted that this prohibition is also considered valid for the warm-up phases on the pitch.

For anything not covered, reference is made to the “Rules of the Five-a-side Football Game and Official Decisions” of the Italian Football Federation (FIGC)
